fix MMPROXY_TABLE
allow configuring interface
init: allow local-only configuration. Per mmproxy's README, when forwarding packets to lo only a few ip rules and routes are needed. This should work in a k8s environment, but I didn't want to break compatibility with the existing setup so this is not the default.
