k8s: pgadmin-dev: bump chart

Currently the postgresql client on our pgadmin is at version 13.3. This was the good version in the assistants.prod-1 cluster but since the PostgreSQL version here is 14.4, we have several utilities not working like pg_dump.

I checked by puling the docker image manually, bumping the chart should work, but I don't know how to make sure this new version of the chart will work. Is there a way to validate this using a local CLI tool ? Thanks
