Hello, we (the tiger maintainers) present you this MR to provide the dev environment for Tiger Compiler.

We have tested with theses devshells, is there a more "official" way to test?

We will need a way to compile LLVMIR 32bits latter on, we have not yet found a way, without involving the compilation of the package pkgs.pkgsi686Linux.llvmPackages_11.clang, which is very long and surely not optimal.
