Tiger compiler tooling

Tiger compiler has some unsatisfied dependencies on NixPIE concerning LRDE packages. It also uses a different version of bison.

The following packages are meant to be integrated:

• Havm 0.28.
• Nolimips 0.11.
• bison 3.2.1.52-cd4f7, specific version override the current nixpkgs.bison package (src).
